Vetoing the FY 2008 Labor, HHS, and Education Appr     Yesterday, President Bush fulfilled his promise in vetoing the FY 2008 Labor, HHS, and Education Appropriations bill. The bill was sent to the President after being passed in the House by a 274141 vote (two votes short of a veto-proof majority) and in the Senate by a voice vote.
    The bill includes a $25 million increase for career technical education basic state grants. The bill was packaged together with the Military Construction/Veterans Administration Appropriations bill during conference, but was then separated again after Senate Republicans invoked a new parliamentary procedure installed by Democrats as part of their ethics reform platform. A vote to override the PresidentÂ’s veto will take place either later this week or after the Thanksgiving recess. If the veto is sustained, negotiations will take place between Congressional leaders and the President.
